Selection highlight cannot be disabled for Skeletal Meshes. They will always have the outline selection and some tinted selection over their faces. Static Meshes do not exhibit this behavior.
This is also a regression from behavior in 4.13 where it functioned the same as static meshes. 4.14 - 4.16 exhibit this behavior. I've also noticed that there are a lot of issues with selection highlight where this changes between releases. This was originally reporte din 4.14's release but when checking the Main 4.15 at the time the issue was not present, but has since returned.
