There are odd decimals when FPS time snapping is set. This seems like a similar issue from UE-41311

This does not occur in //UE4/Main at CL 3334092

Steps to Reproduce
  1. Open any project
  2. Create a Level Sequence
  3. Change the Time Snapping Interval to an FPS setting

Result: There are odd decimals showing in the timeline when FPS time snapping is set

Expected Result: Timeline shows frames when FPS time snapping are set
