Text block Outline cropped out at large sizes

Text block Outline cropped out at large sizes. This affects Grid Panels and was additionally tested with Horizontal boxes with the same result

Regression:
This issue does not occur in 4.14.3 Binary build CL 3249277

1. Open a blank project (No template or starter content)
2. Create a new widget blueprint > Name it "Test_BP" > Open Test_BP
3. Add a grid panel to the canvas panel > Add a text block to the grid panel
4. In the Details panel for the grid panel check the option for size to content
5. In the details panel for the text block under font set the outline size to 200
   Result: The Outline gets cropped out of the grid panel
   Expected: The size of the grid panel grows to include the full outline size

I've been trying to follow demo for Unreal 4 where you create office but my unreal blanks out and crashes every time I try after I'm a few videos in everytime. It gives me a large error list everytime

When I open UE4 4.24.3 it appears that. Does anyone know how to solve?

I can't open my map from the editor.
