Description

Packaging fails with Event Driven loader enabled and two function libraries reference each other even though the functions referenced in each library to NOT call each other in such a way as to create a infinite loop.

Steps to Reproduce
  1. Open the editor
  2. Create a new function library
  3. Name it Library 1
  4. Create a new function library
  5. Name it Library 2
  6. In Library 1 Create 2 functions
  7. Name them "Function 1" and "Function 2"
  8. In Library 2 Create 2 functions
  9. Name them "Function 3" and "Function 4"
  10. In Library 1 set "Function 1" to call "Function 3" (Function 3 is inside of library 2)
  11. In Library 2 set "Function 4" to call "Function 2" (Function 2 is inside of library 1)
  12. Compile and save
  13. Open the level blueprint
  14. Call function 1 on begin play
  15. Save and compile
  16. Package for windows 64 bit
  17. Notice that the project fails to package (errors provided in description)

Expected: The project would package out with a warning of possible infinite loops (non exist in this example)
Result: The project fails to package even though calling the function in a packaged game does not result in a crash or infinite loop
