Hot reloading newly created C++ project compiles modules

Description

This is a regression from 4.15.2 and occurs on both Windows and Mac.

Affects both Binary and Github builds.

Steps to Reproduce
  1. Create a new C++ FirstPerson project
  2. Press the compile button in the editor

Result: Modules are compiled
Expected: "Target is up to date!" message is displayed and nothing is compiled
