packaged HTML 5 Project fails to open until the tab is refreshed

packaged HTML 5 Project fails to open until the tab is refreshed. The page must be refreshed/reloaded before the packaged project will open.

This was tested on google chrome (Version 57.0.2987.133 (32 bit)).

1. Open editor
2. Package for HTML5
3. Run the HTML5 laucher helper
4. Open a new tab
5. Open [Link Removed]
6. Notice that the project fails to load
7. Reload the page
8. Notice that the project now opens (May take minute)

Expected: The project would open the first time
Result: The page must be refreshed/reloaded before the project will open
