Scroll bar becomes so large that you can no longer scroll with Cloth Config open

[Link Removed] is a similar report, but this actually affects functionality of the details panel.

1. Create a 3rd person test project
2. Open the Mannequin skeletal mesh
3. Enable Section Selection and right click on the mesh in the level
4. Create Clothing Asset from section (use any settings)
5. Scroll down to the clothing section of the Asset Details panel
6. Expand MeshClothingAssets>Clothing Properties>Config>Cloth Config
7. Scroll down as far as you can with the mouse wheel

Result: Scrolling is stopped at the bottom of the clothing config settings. Cannot scroll to all settings below Cloth Config without collapsing it
Expected: I know the scroll bar changing size is expected, but it is expected that you can keep scrolling through the details panel
