Collapsed component hierarchy expands when placing component in Widget Hierarchy panel

A collapsed component hierarchy expands when placing a component in Widget Hierarchy panel. This issue seems similar in nature to [Link Removed], but the test case for this issue id different, and following the repro steps in that issue does not reproduce the issue here.

Additionally, adding a component to the designer graph directly then adding a component like screenshot_02 causes the component hierarchy to only expand by one layer.

Regression:
This issue occurs in 4.15.2 and 4.16 preview 3 Binary builds

1. Create a new project (no template or starter content needed)
2. Create a new Widget blueprint > Name it "TEST_BP" > Open Test BP
3. Create the component hierarchy shown in screenshot_01
4. Collapse the Component hierarchy
5. Add a new component like in Screenshot_02
   Result: The component hierarchy expands (Screenshot_03)
   Expected result: The component hierarchy does not expand when the component is added
