Morph Targets broken importing untriangulated meshes with FBX

Steps to Reproduce
  1. Import the Attached FBX
    1. Ensure that Import Morph Targets is enabled
  2. Open the Skeletal Mesh, then open the Morph Target Preview panel
  3. Drag the weight for the morph target between 0 and 1

Result: One vertex stretches back and forth
Expected: Two vertices are moved right to left in the Y axis (open FBX in Maya to see)
