If a client joins a session while the host is moving their character, the character's mesh will become offset on the client.

Found in 4.16.1 and reproduced in 4.17 Main CL# 3483266
This is a regression, as it did not occur in 4.15.3.
Result: After the client joins, the server character's mesh has been offset
Expected: No mesh offset would occur.
