Changes to a Project's Targeted RHIs for Linux are not being saved after restarting project

Description

This occurs on both Windows and Linux machines.

Steps to Reproduce
  1. Open project in the editor
  2. Navigate to Project Settings -> Platforms -> Linux
  3. Uncheck all targeted RHIs
  4. Restart the editor
  5. Open Project Settings -> Platforms -> Linux

Result: All Targeted RHIs are checked again
