Assertion in a packaged build when Light propagation volume is set to 1

Steps to Reproduce
  1. Download the attached project
  2. Package the project for windows 64 bit
  3. Open the packaged project

Result: The project will close with an assert (error message below)

Assertion Failed: IsInRenderingThread() [File:D:\Build\++UE4+Release-4.17+Compile\Sync\Engine\Source\Runtime\Renderer\Private\PostProcess\SceneRenderTarget.cpp][Line: 2070]

Expected: The project would package and open up to the default level
