User isn't prompted to restart the editor when changing Local DDC path

When changing the Local Derived Data Cache setting in Editor Preferences, the user isn't prompted to restart the editor, unlike other settings that require a restart to work.

1. Open QAGame in editor.
2. Open Editor Preferences.
3. In the Global settings, set Local Derived Data Cache to any location.

RESULT

Once the change is committed, the user isn't prompted to restart the editor.

EXPECTED

Since the editor has to be restart for the change to take effect, there should be a prompt for it (similar to other settings found in Editor Preferences or Project Settings).
