Dragging top of Content Browser down resizes entire editor window

If the Editor window is maximized full screen, when you click and drag the top edge of the Content Browser window to the top edge of the viewport to cover it up, and then you click and drag it back down to resize the Content Browser, the entire editor window will resize and no longer be maximized full screen.

Workaround: Issue can be avoided by clicking and dragging the top edge of the Content Browser window left of the tool bar. Dragging anywhere directly below the toolbar will trigger the bug.

1. With default engine UI layout, click and drag top edge of Content Browser to resize until it meets top edge of the viewport to cover viewport.
2. Click and drag top edge of Content Browser back down to original position (See attached GIF)

Result: Entire editor window resizes
Expected: Only Content Browser window resizes

UI bug: shrinks whole window on tab resize
