Description

When resizing comment boxes, the edges/corners do not follow the cursor precisely, especially when the cursor is moved around quickly.

On Windows, the cursor will either get ahead of the box or inside it but the comment box will not match it's position.

On Mac, the cursor can get ahead of/behind the box, but the box will resize itself to catch up with the cursor. However, if the user stops moving the cursor, the comment box will stop resizing itself to match the cursor's location until the user begins moving again.

Videos of this issue and the corresponding logs have been attached below. These issues reproduce in 4.17.2 @ CL #3658906. Note that a different but similar issue occurs when HighDPI is enabled. That issue has been logged as [Link Removed].

Steps to Reproduce
  1. Open any project in UE4
  2. Click the dropdown beside Blueprints in the main toolbar
  3. Select Open Level Blueprint
  4. Add a comment by focusing the Blueprint Editor and hit the c key
  5. Click on an edge/corner of the comment box and drag it around to resize it (this is most noticeable if the user moves the cursor around quickly)

Expected Result
The comment box edges/corners line up with the cursor as it is resized

Actual Result
The comment box lags behind the cursor or the cursor ends up inside the comment box as it resizes
