Increased load times in a packaged project

There appear to be longer load times between 4.16 and 4.17/4.18 when opening a packaged project.

Possible regression from 4.16

1. Download the project from box link
2. Open the project
3. Package the project for 4.16 for window 64 bit
4. Upgrade the project to latest version (tested in 4.17 and 4.18)
5. Package the project for window 64 bit
6. Open both projects

Result: The later version has a noticeably longer load time (4.16 take around 0.2 seconds to load where as it will take around 2 seconds to load in later versions)
Expected: The project would have very similar load times with no changes to the project
