Description

Android / iOS build failed when using subclass(C++) of UGlobalEditorUtilityBase.
I had already confirm that the error doesn't occur when subclass(BP) of UGlobalEditorUtilityBase.

I suggest that we should add WITH_EDITOR to UGlobalEditorUtilityBase.

Steps to Reproduce
  1. Create subclass(C++) of UGlobalEditorUtilityBase.
  2. Run packaging of Android or iOS
  3. Output displays fail
