Engine Scalability Settings for Foliage Quality are not applied to foliage meshes automatically.
Found in 4.17.2 CL 3658906, 4.18.1 CL 3754814, and 4.19 Main

Steps to Reproduce
  1. Create New First Person Project
  2. Edit Level Blueprint, see attached image
  3. Add mesh to Foliage Paint tool
  4. Add foliage to level
  5. Package project

Expected: Foliage quality is recalled and applied
Result: Foliage quality is recalled but not applied
