Exported Particle Emitter Tries to Reference Graphs of Original System

User reports that the bug was initially discovered in 4.18 and then reproduced in 4.16 project (attached).

For some reason when exporting this emitter to any other system bugs out. When I try to save it will give an error warning, and tells me that its unable to save & trying to find the graphs and other information from the original system, and not the system the emitter was exported to. Its especially weird since this emitter is not that different from any other emitters I had in the system and they all shared the same graphs and modules.

1. Open attached 4.16 Project (the bug occurs in 4.16, 4.17, and 4.18)
2. Export the emitter from the "Bug" particle system to another particle system
3. Try to save the system that now contains the exported emitter
   Result: Unable to save; Error warning states "Graph is linked to private object(s) in an external package."
   Expected: Particle system that receives the exported emitter will be able to save.
