When a user launches content examples with -vulkan tessellation will not be working. Everything tessellated will appear as if it has no tessellation. This issue is also occurring in 4.18
Steps:
Expected Outcome: Flat Tessellated and PN Triangles box should have many triangles split up on the box, and TessellationMultiplier should have differing amounts of triangles.
Actual Result: All tessellated boxes are the same as the No Tessellation box.
