Description

If the user attempts to generate HLOD actors in a persistent level, when the sublevels have HLOD System disabled, they will receive the following warning:

 WorldSettings Hierarchical LOD System is disabled, unable to build LOD actors.

The warning can be confusing because it doesn't make it clear that it's the sublevel, not the persistent level, that has HLOD disabled.

Steps to Reproduce
  1. Open QAGame in editor.
  2. Open QA-LevelStreaming_P.
  3. Open World Settings.
  4. Enable Hierarchical LODSystem.
  5. Open HLOD Outliner.
  6. Click Generate Clusters.

RESULT

Multiple warnings will appear reading " WorldSettings Hierarchical LOD System is disabled, unable to build LOD actors", because sublevels have HLOD System disabled still.

EXPECTED

Clear warnings indicated which level(s) have it disabled.
