Assets that are imported using File < Import to Level, import at a different scale than when importing through the Content Browser

Steps to Reproduce
  1. Download attached FBX file (created in 3Ds Max 2016)
  2. Create an empty project
  3. Import FBX file by Right clicking in the Content Browser < Import to Game
  4. Bring both meshes into the level and note the size
  5. Import FBX again but this time using File < Actors < Import into Level
  6. Leave import settings as they are
  7. Import
  8. See size of meshes imported using the Import into Level option compared to the size of the assets that were imported using the import option in the Content Browser

Results: The assets imported using Import into Level are significantly smaller than the assets imported using Import to Game

Expected: Assets imported using either of the methods mentioned above will be the same scale when imported
