Description

Translucent materials with "Apply fogging" disabled will be affected by volumetric fog. 

Found in 4.19 CL# 4033788, 4.20 Preview 5 CL# 4173640, and 4.21

Steps to Reproduce
  1. Open attached project
  2. Open the "VolumetricFog_NoApplyFogBug" map
  3. Select the exponential height fog and enable volumetric fog

Results:
The two black translucent materials will have fog applied to them even though apply fogging is disabled.

Expected:
The translucent materials that have apply fogging disabled will remain unaffected by the volumetric fog
