A character actor using an AnimInstance blueprint will not update in editor when scrubbing

Steps to Reproduce
  1. Place an empty Character actor in the level
  1. Set the Character's mesh to a skeletal mesh
  1. Set one of the mesh's physics bodies to Simulated Physics
  1. Create a new level sequence
  1. Bind the Character actor to the level sequence, and add an animation corresponding to the mesh's skeleton to the Character's track for playback
  1. Scrub through the timeline


**The character does not update, and stays in the same frame.
