Niagara sprite particles incorrectly face with Orthographic camera when "Velocity aligned" is set for its camera alignment.

Found in 4.19 CL# 4033788, 4.20 CL# 4233996, 4.21 CL# 4247867

The particles will not face the camera
Expected:
The particles would face the camera while being rotated according to their velocity
