Setting the time to a specific value does not trigger any events between the old time and the new time

Description

When using Finish or Custom Event Tracks in a Timeline, they won't execute when 'Set New Time' is being used with another Timeline or Float value.

This issue was reported and tested in 4.19.2 (CL-4033788). This issue was reproduced in 4.20.1 (CL-4233996) and Main 4.21 (CL-4266511)

Steps to Reproduce
  1. Download and open the attached project
  2. Open BP_Timeline and press Play
  3. Watch the execution of the Blueprint

Results: Finish and custom Event Tracks won't execute while using Set New Time method.

Expected: Finish and custom Event Tracks execute while using Set New Time method.
