Description

Android Volume input events have stopped triggering in 4.20

Tested on Pixel XL (8.0)

Also occurring in Main at CL 4309299

Steps to Reproduce

Implement Android Volume up or Volume Down nodes in Blueprint

Result: In 4.19 pressing volume buttons will change volume on android device and fire input events. In 4.20 volume is changed but no input event is fired.
