Server will crash in FOnlineSessionSteam::AppendSessionToPacket due to the OwningUserId being null.

Steps to Reproduce

Run a dedicated server with the steam online subsystem.
Have server create a LAN advertised game session.
Run a steam client and search for LAN servers.
