Packaging/launching 2D Side Scroller template for HTML5 results in Black Screen on browsers

Packaging or Launching the 2D Side Scroller template without making any edits results in issues that differ by browser.

Firefox : A black screen appears (see screenshot)

Chrome : 1/4th of the screen appears but is still not rendering correctly and no input is taken (see screenshot)

Regression?: No
This occurred in 4.19

1. Create a new project based off of the 2D Side Scroller Template
2. Package/Launch the project for/onto HTML5
   Result: When the packaged game is opened on Chrome, it results in a black screen. When it is opened on Firefox, it results in a 1/4 of the screen being shown but it is still incorrect and takes no inputs.
   Expected: Launching on or Packaging and running runs as expected.
