Description

Initial setup of PostProcessQuality in the Editor .ini files does not actual change the setting. The project must be opened once and then closed in order for the settings to take effect.

Steps to Reproduce
  1. Create a new Blueprint project 
  2. Create and modify some of the .ini files for the project 
    1. Project/Config/DefaultEditorSettings.ini
    2. Project/Config/DefaultEditorPerProjectUserSettings.ini
    3. Project/Config/DefaultGameUserSettings.ini
  3. Set the following in each ini file: [ScalabilityGroups] sg.PostProcessQuality=0
  4. Open the project and view the Post process Quality setting. It is currently EPIC
  5. Save and close the project then go back to the .ini files
  6. Change the 0 to a 1
  7. Check Post Process Quality again, it is now Medium
  8. Save and close the project again
  9. Go back into the .ini files and change the 1 back to a 0
  10. Open the project once more and notice the Post Process Quality

Result: The setting is now on Lowest

Expected: The setting would be at Lowest to begin with as that is what was set with the 0
