Enable Slate layout caching Will cause the Stop/Play Buttons to disappear

Description

When using the command Slate.EnableLayoutCaching 1, The Play button is removed from the tool bar after exiting play.

Steps to Reproduce
  1. Open the editor
  2. Play in Editor
  3. Press the '~' key to open the console
  4. Enter the command Slate.EnableLayoutCaching 1
  5. Press enter to confirm
  6. Press Escape to exit PIE

Result: The Play Button is no longer available
Expected: The Play Button would be available after exiting PIE
