Description

When using an IES profile with a static light, the lightmap that gets baked will lose all detail of the IES profile. Example project attached.

This doesn't occur in 4.19 CL# 4033788

Found in 4.20 CL# 4369336, 4.21 CL# 4613538, 4.22 CL# 4670176

Steps to Reproduce
  1. Open the Editor
  2. Place two Spotlights in the level and set one to static and the other to stationary
  3. Apply NarrowComplex_IES to the Spotlights
  4. Build lighting

Results:
All detail of the IES profile will be lost in the static light

Expected:
The IES shape would be retained in the lightmap
