A Skel Vert/Surf particle system attached to a cloth actor spawns particles around the origin instead of around the actor.

Steps to reproduce the bug using the attached ClothGpuPrt project.
1) Open the ClothGpuPrt project. Open the ClothGpuPrt level. Note that P_Steam_Lit (starter content modified) is setup to be attached to CLOTH_SimpleCloth_HeavyLeather (cloth example content).
2) Hit Play. Note that P_Steam_Lit does not spawn on the cloth actor, but instead spawns around the origin.
