Nearest Filtering on Vulkan doesn't work on some kinds of Android Devices

The licensee reported "Nearest" filtering on Vulkan doesn't work on some kinds of Android devices.

I was able to repro this issue on Pixel3 but wasn't able to repro it on Xperia X Performance.
Licensee tested it with some other devices.

In summary...

1. Open the attached project
2. Launch to Pixel3 (automatically uses Vulkan)
3. You can see a blurry grid pattern texture even though the texture's filtering setting is "Nearest".
4. If you lunch the map with OpenGL, the grid pattern is sharp.
