Shadows are exetremely rough and aliased if r.shadow.FilterMethod is set to 1. 

Working as expected in 4.21 CL# 4753647 

Found in 4.22 CL# 5660361 and 4.23 CL# 5810496

Steps to Reproduce
  1. Open the Editor
  2. Place a Sphere in the scene
  3. Set r.shadow.FilterMethod to 1
  4. Set the directional light to Movable

The spheres shadow will be heavily aliased
