The Gameplay Debugger does not function in ShooterGame when "Run Dedicated Server" is checked. This issue only affects ShooterGame and works as expected in a Blank project or if "Run Dedicated Server" is not checked.

This was reported and tested in 4.22.1 (CL-6063286). This was reproduced in 4.21.2 (CL-4753647) and Main 4.23 (CL-6409297)

Steps to Reproduce
  1. Create a new project from ShooterGame example content using UE 4.22.1
  2. Check "Run Dedicated Server" under the "Play" toolbar button dropdown
  3. Press "Play"
  4. Press the apostrophe key (') to bring up the Gameplay Debugger.

Results: Cmd: EnableGDT appears in the Output Log but the Gameplay Debugger UI does not appear.

Expected: The Gameplay Debugger UI to appear.
