Loading a map via File->Open Level or just by clicking on it to open it, when it is already loaded in World Composition view does not reset actors to origin. The actors instead keep the same position they have when they were loaded into the Persistent Level with World Composition.

This was initially reported in 4.20 (CL-4369336) but it has been reproduced and tested in 4.21.2 (CL-4753647), 4.22.1 (CL-6063286), and Main 4.23 (CL-6449940)

Steps to Reproduce
  1. Open the UE4 Editor and create a Blank project
  2. Create two levels: a MainLevel (Persistent Level) and SubLevel
  3. Open MainLevel, enable World Composition, and load SubLevel (Which should be at 0, 0, 0)
  4. Move Sublevel in the MainLevel away from World Origin and the File>Open Level>SubLevel

Results: When SubLevel is opened on its own with World Composition disabled, its Actors are in the position they were in the Persistent Level.

Expected: SubLevel Actors to be its World Origin of 0, 0, 0.
