Niagara emitters occassionally don't receive death events

The death events for Niagara emitters on a Niagara System are ignored every few loops.

Tested in 4.21.2 (CL - 4753647), 4.22.2 (CL - 6547378), 4.23 (CL - 6859026)

1. Download the attached project
2. Open the NS_DeathEvent Niagara System
3. Watch the System render out its emitters a several times

Expected: The NE_Child would stop after the NE_Parent dies

Result: Every few loops the NE_Child ignores the Death event
