RSTP Stream does not appear to work with Media Streaming source assets

It appears that RSTP streams do not work in editor when used with a Stream Media Source asset.

1. Download the project
2. Download the Sample Video
3. Open the project
4. Open the level "NewMap"
5. Open a VLC player
6. Setup an RSTP stream (see image below for step by step)
7. Open the Stream Media Source
8. use "rtsp://127.0.0.1:8554/test" for the Stream URL (this may change if you used a different path when setting up the RSTP stream above)
9. Save
10. Play In editor

Result: Neither the video nor the sound will play
Expected: The sound and video from the video being streamed would show up in editor
