Android APK size ~200 MB larger than previous versions of the engine (blank project)

Apk file size for Android is much larger after upgrading a project to the latest release of the engine.

1. Download the attached project (blank project for base line)
2. Unzip the project
3. Open the project
4. Setup the project to be packaged for Android
5. Package for android (Android (Multi) was used)
6. Change the name of the folder containing the APK file (so that it does not get overridden)
7. Unzip the downloaded project a second time (for a clean start)
8. Change the engine version to the latest version (Right click Uproject file > Switch Engine version)
9. Open project
10. Setup the project to be packaged for Android
11. Package for android (Android (Multi) was used)
12. Compare APK file sizes

Results: The APK file will be much larger for the newer engine version (~200 MB for the original test)
Expected: The file sizes would be very close in size if not the same after upgrading the project
