Description

Spot lights don't work at all with Cast Shadows disabled on the Magic Leap. Cast Shadows must but enabled even though they don't work.

This can also be demonstrated in the Vulcan render preview in the editor.

Steps to Reproduce
  1. Create a scene.
  2. Enable 'Support Moveable Spotlights' in the rendering project settings.
  3. Add a movable Directional Light with Cast Shadows on.
  4. Add a movable Spot Light with Cast Shadows turned on.
  5. Add a movable Spot Light with Cast Shadows turned off.
  6. Add some Geo to see the lights and shadows.
  7. View in the Vulkan preview renderer 
  8. The Spot Light won't cast any light at all.
