You can manually open up the graph settings for the function and check const there, but we should either auto-set const when the function is created, or imply const for all user added functions in a const BP.
Note for QA: Please also double-check "Add Function" in a BP like this to see if it has the same issue.
Open a Const Blueprint class (i.e. AnimNotify) in the editor
Add a new function or select a group of nodes and Collapse to Function
