With Forward Shading, MSAA and Accurate Velocities from Vertex Deformation enabled  the viewport breaks. If any of these settings are different, the viewport is fine again.

Found in 4.23 CL# 8386587 and 4.24 CL# 8569829

Steps to Reproduce
  1. Open the Editor
  2. Enable Forward Shading
  3. Set Anti-aliasing to MSAA
  4. Enable Accurate Velocities from Vertex Deformation
  5. Restart the editor

Steps with attached project:

  1. Open attached project
  2. Move around in the viewport

The viewport renders like the attached image

The viewport would be normal
