Description

Setting a shot's time scale to less than 1.0 will cause it to not be rendered.

Steps to Reproduce
  1. Create a level sequence with a Cine Camera actor and a SK_Mannequin mesh as spawnables
  2. Play an animation on the mesh for the duration of the sequence (e.g third person run)
  3. Create a master sequence that uses that sequence as its shots
  4. Set two of the shots Time Scale's to 0.5
  5. Render the master sequence

RESULT
The shots with a Time Scale less than 1.0 will not play while rendering.
