HTML5 preview level cannot be accessed with the platform extension

Description

This may be fallout from [Link Removed]

Note that there also is no keyboard shortcut for the preview mode in Editor Preferences, either.

Steps to Reproduce
  1. Sync Perforce with the HTML5 PlatEx
  2. Run the editor and select Settings > Preview Rendering Level

RESULT: There is no option for HTML5
EXPECTED: The option is present when HTML5 PlatEx is present in the engine
