StaticMesh fbx importer test the mesh bounding box using local instead of global

Import attach fbx, this fbx is export in foot and is too small if the unit are not converted

in the options set convert unit to true

Result: The import fail saying the mesh is too small

Expected: because of the unit conversion the mesh should not be too small
