The fbx exporter set the fbx axis system like 3ds max, so the max importer is not converting the incomming transform.
see:
Import the attach fbx has a staticmesh (use combine option)
Drop it in a level
turn it -27 on Z axis
put scale to -1 for xaxis
Make sure the staticmesh is selected
File->ExportSelected
Import in 3ds max
RESULT: the Green arrow point down
EXPECTED RESULT: The green arrow point up
