Changes to local project settings (Project/Saved) are not propagated to the default ini file upon using "Set As Default" if that file is currently checked-in/read-only.

1. Open the editor
   2. Connect to source control
   3. Make sure that DefaultEditor.ini is currently not checked out and is read-only on disc
   4. Go to Edit -> Project Settings -> Engine -> Tutorials
   5. Do some changes, add some tutorials or whatever and then use "Set As Default"

Results: Changes to editor tutorials are not saved or propagated to the defaulteditor.ini

Expected: Changes to propagate to defaulteditor.ini
