Creating a new C++ project with visual studio build tools installed opens a command prompt for visual studio

Description

Creating a new C++ project with build tools installed for Visual Studio opens a command prompt to path C:\Program Files (x86)\Microsoft Visual Studio\2019\BuildTools> instead of visual studio. Selecting File > Open Visual Studio in the editor also results in this behavior.

 

 

Steps to Reproduce
  1. Create a new C++ project with build tools installed in Visual Studio

       2. Select File > Open Visual Studio

 

Result: Command line pop up attempting to open C:\Program Files (x86)\Microsoft Visual Studio\2019\BuildTools>

 

Expected: Visual Studio to launch
