Can't use keyboard to navigate the add emitter menu in the system overview

1. Create and open a new system with a fountain emitter.
2. Right click on the overview graph and navigate to "Add Emitter"
3. Enter "Burst" in the filter box.
4. Press down to select a row.
5. Press enter to select an emitter to add.

Result: Nothing happens.

Expected Result: The selected emitter would be added.
